The Xbox 360 has a lot of potential, and Microsoft knows that, they initially aimed to sell 4.5 to 5.5 Million consoles by June, which is the end of the business year. However, now with some recent sales figures surfacing, Microsoft has admitted that they will be falling short of their target.
Since the launch in November, Microsoft has only managed to sell 600,000 units (NPD). This is due largely in part to the lack of consoles available during the holiday season.
I've done a little math, and figured out that if Microsoft keeps their current pace, they will only sell 2.4 Million units. Microsoft's production struggles are killing them, until that day where gamers can just walk into EB and pick up a 360, it is unlikely their numbers will significantly improve. Why doesn't Microsoft…just…you know, make some more consoles?

I feel 2.4 million Xbox’es is quite a lot already. Give it some time and they’ll surely get their deliveries done.
